Can a Google Docs commenter suggest changes without editing the document?

Choose the right access for a proposal reviewer, then keep suggested wording and the decision to accept it separate.

Give the reviewer the access the task needs

Yes. Google describes Commenter access as allowing comments and suggestions without changing the file's content. Editor access additionally allows content changes and accepting or rejecting suggestions. If a colleague only needs to propose wording, consider Commenter access rather than granting editing rights by default. The document owner should decide the appropriate access for the actual task.

Use a specific proposal review

Imagine a colleague reviewing the clarity of a service proposal. The proposed inputs are the current document, sections requiring feedback and a named person responsible for accepting changes. The output is a set of suggested revisions with short reasons. Ask the reviewer to flag unclear wording rather than silently decide prices, scope or delivery promises. Those choices remain with the person responsible for the offer.

Inspect the suggested change in context

Google Docs supports suggesting changes without replacing the original text until they are accepted. On a computer, the reviewer can use Suggesting mode and attach a comment explaining a change. In the proposed process, the approver reads the surrounding paragraph and related offer details, then records whether to accept, reject or ask for clarification. Improved wording is not evidence that a new promise is authorized.

Preview a batch before accepting it

Google documents reviewing suggested edits, previewing the document with or without changes, and accepting or rejecting suggestions individually or together. For a mixed batch, inspect the substantive changes separately before using a bulk decision. Keep unresolved questions visible. Test the actual tool and account

Check a harmless sample with the reviewer's real account before sharing consequential material. If an AI tool or connector participates, verify whether it produces native suggestions, comments or direct edits; its name does not establish that behavior. Google documents conversion between Docs suggestions and Microsoft Office tracked changes, but review the exported file in the receiving tool before relying on that handover.

Measure drafting plus approval

For illustration, four weekly reviews taking fifteen minutes each consume 60 minutes. If focused suggestions reduce each review to ten minutes, the capacity released is twenty minutes weekly. Include document preparation, access checks, staff training, unresolved feedback and any ongoing connector subscriptions. Measure total review time and corrections, not just drafting speed. This is a planning example, not a guaranteed cash saving.
