No. Google describes a shortcut as a reference to another file or folder. Creating one does not automatically change the original's permissions. People who can see the shortcut may still be unable to open its target, and its title is visible to people with access to the containing folder. A convenient place to find a document is therefore not proof that the intended reader can use it.

Make the handover explicit
Imagine an office adds a shortcut to an installation checklist inside a project folder. The proposed inputs are the shortcut location, target document, intended staff group and required task. The output is a reviewed access checklist. Record whether staff need to read, comment or edit, and ask the document owner to approve that need before changing permissions. Use a harmless sample document while working out the process.
Test from the intended reader's account
Have a designated staff member open the shortcut with the account they actually use for work. Record whether the original opens and whether the permitted action matches the job. An owner opening their own file does not establish access for everyone else. Keep failed checks visible with an assigned person and next step, rather than adding more shortcuts in the hope that one will solve access.

Keep connectors and approval separate
If another tool consumes the folder, test its actual handling of shortcuts and target permissions. Successful access in the browser does not establish connector compatibility. AI can organize the proposed document inventory, while a staff owner approves access changes. A native shortcut plus a simple review checklist may be sufficient; a custom agent is not required just to organize links.
Measure fewer access interruptions
For illustration, six monthly access interruptions at ten minutes each consume 60 minutes. If a maintained checklist takes twenty minutes and prevents those interruptions, the net capacity released is 40 minutes. Include setup, training, ongoing permission reviews and any connector subscriptions. This is an estimate of staff time, not cash savings. Measure unresolved access failures as well as the time spent checking.
