Separate the kinds of cost
An implementation quote is only part of the budget. Ask for recurring platform licences, connectors, model usage, storage and support to be listed separately. Some charges depend on volume; others are fixed. Request a plain-language explanation of what happens if usage exceeds the included amount. Do not assume that a platform request is always a separately billed action.
Build an illustrative workload
Suppose a workflow handles 40 jobs a day and uses six counted actions per job. That is 240 actions before extra checks or retries. At 22 working days, the illustrative baseline is 5,280 actions. Now calculate a busy day at 120 jobs and account for attachments, extra review rounds and failures. These figures describe a fictional workload, not a vendor price or entitlement.
Check the actual platform
Microsoft documents that Power Automate usage limits can depend on licences and that successful and failed actions can count toward requests. Other products use different units. Your implementer should map the proposed steps to the chosen plan, verify connector limits and show where usage is visible. A quiet test with ten records does not establish peak-day capacity.

Agree what happens near the limit
Choose an alert recipient and a response: defer nonurgent work, switch to a documented manual process or seek approval for additional capacity. Keep customer-facing commitments realistic while a backlog clears. Test a controlled high-volume batch without sending real customer messages. An alert with no person responsible for it is not a complete operating plan.
Use your numbers to make the decision
Compare current staff minutes with assisted minutes, including reviews and exceptions. Convert the difference to capacity value using your own cost assumptions, then subtract recurring costs and account for the setup fee. Stress-test the result at half the expected volume and twice the exception rate. The workflow should still have a clear purpose beyond looking impressive in a demo.
